Office of the High Representative in Bosnia & Herzegovina The Office of the High Representative (OHR) is the chief civilian peace implementation agency in Bosnia and Herzegovina. The 1995 Dayton Peace Agreement designated the High Representative to oversee the implementation of the civilian aspects of the Peace Agreement in Bosnia and Herzegovina on behalf of the International Community. Srebrenica Justice Campaign In July 1995 the UN declared "safe area" of Srebrenica in Bosnia was allowed to fall to besieging nationalist Serbs. Over 7,000 men and boys were massacred, and the women of Srebrenica were forcibly evacuated and today live as refugees in their own country. In Tuzla they have formed themselves into a campaigning group "Women of Srebrenica" to fight for justice.
